     2010 Township Annual Drinking Water Quality Report

For water tested in the year 2009

We are pleased to present this year’s Annual Drinking Water Quality Report. This report is designed to inform you about the quality of water and services we deliver. Our constant goal is to provide you with a safe and dependable supply of drinking water. We want you to understand the efforts made to continually improve the water treatment process and protect our water resources. We are committed to ensuring the quality of your water. If you are a property owner and have tenants living in Jackson, we ask that you please forward this water quality report to them.

Where does your drinking water come from?

Our source water comes from aquifers deep within the ground. Our primary source of water is located in the middle Potomac-Raritan-Magothy (PRM) formation, which is over 1400 feet deep. We also draw water from the Vincentown aquifer (200 ft. deep) and the Englishtown Aquifer (500 ft. deep). These aquifers will provide Jackson Township with an abundant supply of good, clean water for many years to come.

Current Improvements: Construction of the advanced water treatment facility on London Drive is now complete. This facility replaces the Manhattan Street Water Treatment Plant, which was put into service in 1978. The new 1 million gallon elevated storage tank adjacent to Liberty High School is scheduled to open in the fall.

Where do contaminants come from?

The sources of drinking water (both tap water and bottled water) include rivers, lakes, streams, ponds, reservoirs, springs, and wells. As water travels over the surface of the land or through the ground, it dissolves naturally occurring minerals and, in some cases, radioactive material, and can pick up substances resulting from the presence of animals or from human activity.

Contaminants that may be present in source water include:

· Microbial contaminants, such as viruses and bacteria, which may come from sewage treatment plants, septic          systems, agricultural livestock operations, and wildlife.

· Inorganic contaminants, such as salts and metals, which can be naturally occurring or result from urban storm          water runoff, industrial or domestic wastewater discharges, oil and gas production,mining, or farming.

· Pesticides and herbicides, which may come from a variety of sources such as agriculture, urban storm water          runoff, and residential uses.

· Organic chemical contaminants, including synthetic and volatile organic chemicals, which are byproducts of          industrial processes and petroleum production, and can also come from gas stations, urban storm water runoff,          and septic systems.

· Radioactive contaminants, which can be naturally occurring or be the result of oil and gas production and          mining activities.

WATER QUALITY TEST RESULTS

Some people may be more vulnerable to contaminants in drinking water than the general population. Immuno-compromised persons such as persons with cancer undergoing chemotherapy, persons who have undergone organ transplants, people with HIV / AIDS or other immune system disorders, some elderly, and infants can be particularly at risk from infections. These people should seek advice about drinking water from their health care provider. EPA / CDC guidelines on appropriate means to lessen the risk of infection by cryptosporidium and other microbial contaminants, along with more information about contaminants and potential health effects, can be obtained by calling the Environmental Protection Agency’s Safe Drinking Water Hotline at 1-800-426-4791.

Definitions

Parts per million (ppm): or Milligrams per liter (mg/l)

Parts per billion (ppb): or Micrograms per liter (ug/l)

Picocuries per liter (pCi/L): Picocuries per liter is a measure of the radioactivity in water.

HAA5: Haloacetic Acids.

TTHM: Total Trihalomethanes.

Action Level (AL): The concentration of a contaminant which, if exceeded, triggers treatment or other requirements which a water system must follow.

Maximum Contaminant Level (MCL): The highest level of a contaminant that is allowed in drinking water. MCLs are set as close to the MCLGs as feasible using the best available treatment technology.

Maximum Contaminant Level Goal (MCLGs): The level of a contaminant in drinking water below which there is no known or expected risk to health. MCLGs allow for a margin of safety.

The state allows us to monitor for some contaminants less than once per year because the concentrations of these contaminants do not change frequently.

Waivers: The Safe Drinking Water Act regulations allow monitoring waivers to reduce or eliminate the monitoring requirements for asbestos, volatile organic chemicals, and synthetic organic chemicals. Our system received monitoring waivers for synthetic organic chemicals, for compliance period 2008-2010.

Jackson Township MUA is a public community water system consisting of 9 wells, 0 wells under the influence of surface water, 0 surface water intakes, 1 purchased ground water source, and 0 purchased surface water sources.

This system’s source water comes from the following aquifers and/or surface water bodies: Potomac-Raritan-Magothy aquifer system, Vincentown aquifer, Englishtown aquifer system.

This system purchases water from the following water system: NJ American WC-Lakewood System. (None purchased in 2009).

Susceptibility Ratings for Jackson Township MUA Sources

The table below illustrates the susceptibility ratings for the seven-contaminant categories (and radon) for each source in the system. The table provides the number of wells and intakes that rated high (H), medium (M), or low (L) for each contaminant category. For susceptibility ratings of purchased water, refer to the specific water system’s source water assessment report.

The seven-contaminants categories are defined at the bottom of this page. The NJDEP considered all surface water highly susceptible to pathogens; therefore, all intakes received a high rating for the pathogen category. For the purpose of Source Water Assessment Program, radionuclides are more of a concern for ground water than surface water. As a result, surface water intakes’ susceptibility to radionuclides was not determined and they all received a low rating.

If a system is rated highly susceptible for a contaminant category, it does not mean a customer is or will be consuming contaminated water. The rating reflects the potential for contamination of source water, not the existence of contamination. Public water systems are required to monitor for regulated contaminants and to install treatment if any contaminants are detected at frequencies and concentrations above allowable levels. As a result of the assessments, the NJDEP may customize (change existing) monitoring schedules based on the susceptibility ratings.

-Pathogens: Disease-causing organisms such as bacteria and viruses. Common sources are animal and fecal wastes.

-Nutrients: Compounds, minerals and elements that aid growth, that are both naturally occurring, and man-made. Examples include nitrogen and phosphorus.

-Volatile Organic Compounds: Man-made chemicals used as solvents, degreasers, and gasoline components. Examples include benzene, methyl tertiary butyl ether (MTBE), and vinyl chloride.

-Pesticides: Man-made chemicals used to control pests, weeds and fungus. Common sources include land application manufacturing centers of pesticides. Examples include herbicides such as atrazine, and insecticides such as chlordane.

-Inorganics: Mineral based compounds that are both naturally occurring and man-made. Examples include arsenic, asbestos, copper, lead, and nitrate.

-Radionuclides: Radioactive substances that are both naturally occurring and man-made. Examples include radium and uranium.

-Radon: Colorless, odorless, cancer-causing gas that occurs naturally in the environment. For more information go to http://www.nj.gov/dep/rpp/radon/index.htm or call (800) 648-0394.

-Disinfection Byproduct Precusors: A common source is naturally occurring organic matter in surface water. Disinfection byproducts are formed when the disinfectants (usually chlorine) used to kill pathogens react with dissolved organic material (for example: leaves) present in surface water.

 

Special Considerations

Regarding Children, Pregnant Women, Nursing Mothers, and Others

Children may receive a slightly higher amount of a contaminant present in the water than do adults, on a body weight basis, because they may drink a greater amount of water per pound of body weight than do adults. For this reason, reproductive or developmental effects are used for calculating a drinking water standard if these effects occur at lower levels than other health effects of concern. If there is insufficient toxicity information for a chemical (for example, lack of data on reproductive or developmental effects), an extra uncertainty factor may be incorporated into the calculation of the drinking water standard, this making the standard more stringent, to account for the additional uncertainites regarding these effecs. In the cases of lead and nitrate, effects on infants and children are health endpoints upon which the standards are based.

Nitrate: Nitrate in drinking water at levels above 10ppm is a health risk for infants of less than six-months of age. High nitrate levels in drinking water can cause blue baby syndrome. Nitrate levels may rise quickly for short periods of time because of rainfall or agricultural activity. If you are caring for an infant, you should ask for advice from your health care provider.

Lead: If present, elevated levels of lead can cause serious health problems, especially for pregnant women and young children. Lead in drinking water is primarily from materials and components associated with service lines and home plumbing. Jackson Township Municipal Utilities Authority is responsible for providing high quality drinking water, but cannot control the variety of materials used in plumbing components. When you water has been sitting for several hours, you can minimize the potential for lead exposure by flushing your tap for 30 seconds to 2 minutes before using water for drinking or cooking. If you are concerned about lead in your water, you may wish to have your water tested. Information on lead in drinking water is available from the Safe Drinking Water Hotline or at http://www.epa.gov/safewater/lead.

Secondary Contaminants

Secondary contaminants are characteristics that affect the taste, odor and appearance of drinking water quality. These aesthetic qualities are monitored and reported to the DEP once in each three-year compliance period.

Daily testing is done at each treatment plant to adjust for the proper pH (between 6.5-8.5) and chlorine levels in the finished water supply. Iron and Manganese tests are performed several times each day.

WHAT DOES THIS MEAN ?

In order to ensure that tap water is safe to drink, EPA prescribes regulations which limit the amount of certain contaminants in water provided by public water systems. The Food and Drug Administration regulations establish limits for contaminants in bottled water which must provide the same protection for public health.

Drinking water, including bottled water, may reasonably be expected to contain at least small amounts of some contaminants. The presence of contaminants does not necessarily indicate that water poses a health risk. More information about contaminants and potential health effects can be obtained by calling the EPA’s Safe Drinking Water Hotline at 1-800-426-4791.

As you can see by the table, our system had no violations in 2009. We’re proud that your drinking water meets or exceeds all Federal and State requirements. We have learned through our monitoring and testing that some constituents have been detected. The EPA has determined that your water is safe at these levels. In addition to the constituents listed herein, the Authority regularly tests for over 80 additional potential contaminants.

IMPORTANT INFORMATION ABUOT YOUR DRINKING WATER

Monitoring Requirements Not Met for Jackson Township Municipal Utilities Authority in 2004

During the 1st quarter of 2004, our water system failed to conduct all required monitoring for Total Trihalomethanes (TTHMs). (Five (5) samples were collected, when six (6) samples were required). Even though this was not an emergency, as our customers, you have the right to know what happened and what we did to correct the situation.

We are required to monitor your drinking water for specific contaminants on a regular basis. Results of regular monitoring are an indicator of whether or not our drinking water meets health standards. During the 1st quarter of 2004 we did not complete all required monitoring for TTHMs and, therefore cannot be sure of the quality of our drinking water during that time.

The table below lists the contaminant(s) or disinfectant(s) we did not properly test for during the year 2004, when samples should have been taken, and the date on which the follow-up samples were taken.
